President Trump started his second term with a deluge of executive orders (212, as of November 17, 2025) addressing a wide array of policy issues including energy and environment.  Executive Orders ranging from “Declaring a National Energy Emergency,” to “Reinvigorating America’s Beautiful Clean Coal Industry,” dramatically impact the execution of various federal laws, permits, research, and resources relating to energy and environment.  Compounding the executive orders are the far-reaching impacts of the 2025, 8-0, Supreme Court Ruling, Seven County Infrastructure Coalition et al. v. Eagle County.  All of this profoundly impacts implementation of the National Environmental Policy Act (NEPA), often referred to as the cornerstone of U.S. environmental protection law.

Speaker Bio:

Bill Burris, PG, MAREP stalwart and Past President of the Baltimore Society of American Military Engineers (SAME), will break this all down into manageable and understandable chunks during his slightly irreverent, always entertaining, and occasionally informative take on the status of national environmental policy.

Bill bailed his first monitoring well in 1992.  He has since worked as an environmental consultant, manager, and regulator for private industry, the Maryland Department of Environment, the U.S. Air Force, and the Federal Aviation Administration.  He currently serves as an Environmental Project Manager for the U.S. Nuclear Regulatory Commission.  He has presented at numerous forums on topics ranging from aviation noise, to emerging contaminants, to federal acquisition of environmental services.
